It is made with Flash 8 because of the "overlay" property of the clip.

This appears to be a flash file, you cannot see a preview because flash player is no longer supoorted in browsers, but you can still download the file to study it's source code.
You can open/play the swf file with Flash Player exe

What about the 36fps? It uses too much CPU I know. I think thie animation wold work great in a banner for example, where you can place a product or text right in the middle, the enimation will draw attention to it.
