I think you can check out particle illusions (not freeware, standalone but works with Adobe After Effects) if u want an equal smoke effect, i guess he just picked a random gif from the web ;)

I suspect it is made with flash CS, I got same error with Flash 8, the size seems ok, I think is a valid fla.
