Place the clip "arrows preloader" in the first keyframe of any flash file, remove other content from that same frame; place your normal content at frame 2; preloading animation will play while file is loading; when file is completely loaded it will go to frame 2 and will show your content.

This appears to be a flash file, you cannot see a preview because flash player is no longer supoorted in browsers, but you can still download the file to study it's source code.
You can open/play the swf file with Flash Player exe

As internet connection speeds increased, the preloader animation is not visible anymore, file loads too fast :)

Jing1: it plays the animation as long as it loads, the animation progress is not related to percent loaded. If file was bigger or connection slower then it would loop from first to last arrow.

Emem, that is not possible I am afraid, I am not very familiar with AS3 at the moment.

very nice but no way of telling when its actualy 100% for other people or is it 100 after its gone threw all 4 arrows and loaded the first one again or is that just my load speed.

I included (now) a source version saved as Flash MX 2001.
But note that the older flash version will not have the glowing effects so it will look boring :)
